Mirrors Meta's POST /{accountId}/adsets.

Body carries Meta's own ad-set-create fields (campaign_id, name, billing_event, bid_amount/bid_strategy, daily_budget/lifetime_budget, targeting, status, start_time, ...) and is forwarded verbatim.

Write — changes a live ad account immediately; needs a write-scoped token.
